Term filtration reason added to Summary page

- If changes in the Configure tab cause a product to no longer be supported, the product will now display with an error message rather than being removed from the Summary page
- Error messages will look like this:
Improved carrier debugging
Audience: Carriers
- For carrier testing, carriers can now access the request and response files for designs during testing in order to review request inputs to make sure they match expectations
- The first icon is the request file and the second icon is the response from the carrier
Underlying platform improvements
- Updates to the Configure tab capabilities to allow more complex carrier options in the future
